Power is divided between a central government and local governments.
Power is divided along borders.

An alliance of independent states/nations.
Limited powers to govern – only what it is assigned.
Typically weak.
Commonwealth of Independent States (CIS)

Direct Democracy
People make the laws.
No elected representatives.
People are the government.
Practiced in Athens/City-states.

Elected representatives.
