COULEE-HARTLINE SCHOOL DISTRICT #151 /ALMIRA SCHOOL DISTRICT #17

Chair Brian Isaak called the joint board meeting of Coulee-Hartline School
District #151 and Almira School District #17 to order at 7:00 PM and
welcomed guests. C-H board members present were Steve Elder, Shirley
McLean
and Bob Dove. Almira board members present were Molly Brunner, Mike
Carstensen and Lisa Peha. Also present were C-H superintendent Ed Fisk,
Almira superintendent Aaron Chavez, Susan Miller, Scott Brown, Steve
Russell, Chris Jorgensen, Kim Jorgensen, Gordon Grenier, Keith R. Jorgensen
and JoAnn Eagle.
Carstensen moved to approve the minutes of the joint meeting of February 14,
2005. Dove seconded; motion passed.
High school principal/athletic director Scott Brown updated the boards on
high school activities. The second semester traffic safety
education
course is being taught by a teacher from Omak who an independent contractor
with his own commercial traffic safety school.
Board members directed Brown to cast a no vote for the new ³C²
classification for small schools which is proposed by WIAA (
Interscholastic Activities Association).
Board members joined Mike Carstensen in recognizing and commending the high
school girls¹ basketball team, coaches, trainer, cheerleader(s) and advisor
on their great basketball season and playing in the championship game at the
State ³B² Basketball Tournament in Spokane earlier this month.
Brunner moved to approve the following guidelines to staff coaching
positions:
Football up
to 20 players 2 paid coaches
more than 20 players 3 paid coaches
Volleyball up
to 24 players 2 paid coaches
more than 24 players 3 paid coaches
(1 C-squad)
Basketball up
to 24 players 2 paid coaches
more than 24 players 3 paid coaches
(1 C-squad)
Wrestling 2
paid coaches working jointly with high school/middle
school programs to the end of the high school season.
(Assistant coach will be placed on extracurricular salary
schedule in Column B at appropriate experience step.)
Baseball/Softball up to 12
players 1 paid coach
more than 12 players 2 paid coaches
more than 24 players 3 paid coaches
(including JV)

Dr. Fisk said the following supplemental contracts will be recommended for
approval at the next regular board meetings for each district:
J. Stone - Golf (approval by Almira School District)
J. Dormaier - Track (approval by C-H School District)
A. Hunt - Middle school softball head coach (approval by C-H School
District)
After discussion of the proposed changes to the drug/alcohol policy for
extracurricular activities, Elder moved to make the following changes:
Eighth-grade students moving into the high school would not carry any
violations with them. However, if an eighth-grade student
had an infraction
and had not completed the suspension by the end of the school year, that
student would be required to finish the suspension time at the beginning of
the next school year at the high school. At the completion of the
suspension, the student would then begin with a clean record. Random drug
testing for middle school students will not be required. The motion
passed
with Elder, Isaak, Brunner and Peha voting yes and Dove, McLean and
Carstensen voting no.
Board members recommended that student athletics continue to have an annual
physical instead of following WIAA¹s recommendation of 24 months.
Board members had no objections to an offer by the Coulee City Police to
arrange for drug-detection canines to search the high school facility which
could include vehicles.
Fisk reported that the teachers of all three buildings in the cooperative
have requested that the 2004-2005 calendar be changed
from early release on
May 11, 12, and 13 for parent/teacher conferences to early release only on
May 13. Teachers will meet with parents after school and at night on May
11
and May 12. Carstensen moved to approve the request; Elder seconded.
Motion passed.
Board members discussed the extension to the cooperative agreement and
agreed that the extension should incorporate four items proposed by
acceptable. The four items are:
education teacher who is planning to retire at the end of the 2004-05 school
year.
equivalent of a full-time teacher, approximately $61,009 per year, which
should be used for high school expenses only.
The current prorated academic cost-sharing between the districts will be
changed to an annual amount of $10,000 paid by
one day a week for the school counselor to provide services at the high
school, contingent upon
of service for grades 9-12.

The extension will be reviewed at the end of the first
year which would make
it an one-year extension. Board members will continue to work on renewing
a
long-term agreement.
Board members will meet at 7 PM on Tuesday, March 29, at Hartline with Dr.
Michael Boring to continue the board policy review.

At 9:05 PM, Isaak announced the board would meet in a short executive
session to discuss personnel. The meeting reconvened in regular session
at
9:38 PM. Elder moved to adjourn at 9:39 PM; Dove seconded the motion
which
passed.
