Open Joint Meeting - Welcome

Brian Isaak called the joint school board meeting of Coulee-Hartline School District #151 and Almira School District #17 to order at 7:03 PM and welcomed guests.  C-H directors present were Howard McDonald, Robert Dove, Kim Jorgensen and Dean Thompson.  Almira directors present were Mike Carstensen, Lisa Peha and Shawn Groh.

 

Others present were C-H Superintendent Edward Fisk, Almira Superintendent Aaron Chavez, Terry Cosentino, Stuart Gloyn, Brandon Walsh, Susan Miller, Wes Sieg, Kent Sieg, Goldye Moyer, Patsy Tanneberg, Carol Visker, Jeri Stone, Cody Leander and Ken Leander.

 

Approve Minutes

Thompson moved to approve minutes of the August 24, 2006 joint board meeting.  Carstensen seconded and motion passed.

 

Staff Reports

Board members commended the high school football team and coach Brandon Walsh for the great season and the current second place state ranking for

B-8 football.

 

High school principal/athletic director Terry Cosentino said his written report had been included in the board packets.  The open high school girls'

basketball coach is currently being advertised.  Weekly grade reports were discussed.  Cosentino recommended a supplemental contract for high school Honor Society Advisor for Anthony Leo be approved at the Coulee-Hartline regular board meeting.

 

High School Golf and Track Programs

Fisk said both programs had been extended for two years in 2005 and, because of declining student enrollment at the high school, said the boards should begin the discussion of continuing the programs.  Board members decided to look at the programs again in the spring when students will begin signing up for other spring sports.

 

Second Reading - Board Policy No. 2410

Groh moved to approve Board Policy No. 2410 updating high school graduation credit requirements because of schedule changes.  McDonald seconded; motion passed.

 

First Reading - Board Policy No. 2411

This new policy will emphasize the importance of regular school attendance by limiting the number of days a high school class may be missed before class credit would be lost.  If a class has been missed for more than 12 days in any semester, the student may lose class credit.  An appeal process is included in the policy.

 

Facilities Update

Fisk said the high school classroom portable had been delivered to the site on August 28th but cannot be used until all county inspections have been passed.  He hopes classes can move into the portable next week.

 

Fisk reported on a recent meeting with insurance representatives, the school district's architect, and Grant County building officials regarding the insurance settlement for the flood and vandalism damage that occurred at the high school in November 2005.  The insurance company's representatives will inspect the building again on Saturday, October 21st.

 

Coulee-Hartline School District's application for a $1M gift from the Paul Lauzier Foundation for construction of a gym/multipurpose room has been approved. Payments will be received over a ten-year period with the first payment in June 2007.

 

Fisk said the Coulee-Hartline School District's application to SPI for approval of the cooperative extension with Almira School District, construction of a high school addition to the Coulee City elementary school and state matching funding was submitted on October 12th.  A decision by SPI should be released on December 15th and funding for approved projects would be released in July 2007.  Coulee-Hartline School District's local funds need to be secured by January 31, 2007, to qualify for state matching funds.

 

Next Meetings

Almira school board members said the possible joint meeting and their regular November meeting may be changed because of the annual WSSDA

conference.
